Mr Chen Shian Jan Erwin

Mr Chen Shian Jan Erwin is an Associate Trainer with Skills Explorer Training Singapore. He is a director of Wellern International, and Fenixe World Pte Ltd. He is also an associate consultant/trainer for more than 15 years with other institutions, including the Singapore Civil Service College (CSC), Institute of Singapore Chartered Accountants (ISCA), Singapore Cooperation Enterprise (SCE), etc.

This provides Erwin an invaluable opportunities to deliver many consultancy projects and conduct hundreds of training courses. His clientele includes Singapore public sector agencies (e.g. Ministry of Education, Singapore Police Force, CPF Board, People’s Association, Republic Polytechnics, etc.), National University of Singapore (NUS), Government-linked companies, non-government organisations, as well as other governments. He has trained Singapore participants and delegates from ASEAN (e.g. Brunei, Cambodia, Laos, Myanmar, Vietnam, etc.), Pakistan, and many other countries. Effectively bilingual, Erwin has conducted many training sessions in Mandarin for delegates from China, with many of them from the central and local governments.

Being a Chartered Accountant and also drawing from his experience as a former accountant with the Singapore Ministry of Finance (MOF) and the Accountant-General’s Department (AGD), Erwin’s speciality is in the areas of public and corporate governance, financial management (such as accounting, budgeting), public procurement (including GeBIZ), and internal control strategies and initiatives (e.g. Government Instruction Manuals or IMs).

Erwin holds an accountancy degree from the National University of Singapore and is currently a non-practising Chartered Accountant. He also attains an Advanced Certificate in Training and Assessment or ACTA (Facilitated Learning), as well as the WSQ Diploma in Adult and Continuing Education (DACE) — both by the Singapore Workforce Skills Qualifications (WSQ) System. In recognition of his service, Erwin was awarded the Commendation Medal (Pingat Kepujian), 1999 National Award. Furthermore, as an associate trainer, he received the Trainer Excellence Award 2013 from the Civil Service College.
